We are currently recruiting the following position to join the Authority.

Chief Architect (Ref: R4554)
You will be responsible for:
 
  • Holistic monitoring of the masterplan across the District from strategy formulation, development, programming and time management as well as procurement of Consultancy Services;
  • Working closely with the In-house District Authorized Person (“DAP”) for checking and updating of the district-wide Master Register and Control Plans (“MRCP”) with consideration of development, area allocation, alterations and additions and public infrastructure works at various zones and parcels across the District;
  • Working closely with other staff in Projects Division to review and resolve various land, development potential / constraints as well as related planning aspects respectively;
  • Reviewing architectural and landscape design and studies of topside developments for PPP projects and/or other projects undertaken by the Authority as assigned from masterplan perspective;
  • Working closely with other staff in Special Projects Department in managing the multi-disciplinary functional, aesthetic and technical design and the performance of Design Consultants for architectural and landscape design and studies of topside developments for PPP projects in achieving the cost, quality, and time aspects of assigned studies and projects;
  • Leading supporting staff in Special Projects Department to review design submission(s) / variation(s) / claim(s) submitted by Planning and Design Consultant(s), Contractors and/or PPP Project Developer(s);
  • Ensuring supporting staff in Special Projects Department work effectively and efficiently in managing Planning and Design Consultants employed by the Authority and/or PPP Project Developer(s) working within the District;
  • Working closely with Design Managers and Project Managers in Projects Division in providing design support / coordination / review for masterplan studies, planning applications and PPP projects as assigned;
  • Preparing papers and presentation materials, and presenting development update such as progress and key aspects of the masterplan and architectural design to the Authority’s various oversight committees;
  • Overseeing the preparation of feasibility studies, design reports and the like for regular design progress review purposes;
  • Working closely and collaborating with the i) Project Procurement and Control Department, ii) Engineering Department, iii) Project Management Department and iv) Planning and Design Department in Projects Division in their specific scope and assigned job duties in jointly ensuring that the masterplan, design development and project programme and costs are managed and maintained as directed; and
  • Performing any other duties from time to time as the Authority may reasonably direct.
 
You should:
 
  • possess a recognised university degree or above in Architecture, Urban Design or related design discipline;
  • possess recognized qualifications of Member of HKIA or equivalent;
  • be an Authorized Person (Architect) or equivalent;
  • have at least 15 years of post-qualification experience including solid masterplan and design management of a district and/or major development projects, of which 10 years should be at managerial level;
  • have in-depth knowledge and experience in HKSAR Government legislations / regulations / procedures related to land acquisition, outline zoning plans and building plan submissions;
  • demonstrate excellent skills and technical expertise in communicating with both internal and external stakeholders and managing external consultants for masterplan and major development projects;
  • have extensive experience, technical expertise and knowledge in managing the time, cost, and quality issues through masterplan and design process and execution;
  • have a thorough understanding and experience in masterplan / architectural design and be technically competent in multi-disciplinary design integration;
  • knowledge of BIM will be an advantage; and
  • have excellent oral and written communication skills in both English and Chinese and interpersonal skill.
