The Legislative Council Secretariat ("the Secretariat") is looking for a high calibre professional to fill the post of Senior Council Secretary (Facility Management) in its Estate and Security Office of the Administration Division. Under the supervision of The Legislative Council Commission, the Secretariat’s mission is to provide efficient administrative, secretariat and research support for the Legislative Council ("LegCo"), enhance community understanding of the activities of LegCo and ensure an effective avenue for redress.
Main duties
The main duties of Senior Council Secretary (Facility Management) include:
(a) leading a team of staff in the Estate and Security Office to oversee the operation, repair and maintenance services for the building structure and building services systems of the LegCo Complex provided by relevant government departments and contractors;
(b) overseeing the provision of cleansing, horticultural maintenance and other facility management services for the LegCo Complex;
(c) vetting the works proposals made by relevant government departments and contractors;
(d) planning for the provision of new facilities, improvement works and maintenance services for the LegCo Complex and other premises of LegCo; and
(e) attending to emergencies and operational matters in relation to the building services systems and facilities in the LegCo Complex and other premises of LegCo.
The appointee may be required to work outside normal office hours to deal with emergencies and operational matters.
Entry requirements
Candidates should:
(a)have a recognized university degree (preferably in facility management, building surveying, building services engineering or a relevant discipline);
(b)have at least nine years’ post-graduate and hands-on work experience in facility management in sizable organizations, of which at least five years must be at managerial level. Relevant experience in the HKSAR Government, public sector organizations or tertiary institutions will be an advantage;
(c)have a full professional membership in facility management, building surveying, building services engineering or a relevant field;
(d)have excellent command of written and spoken Chinese and English;
(e)possess excellent communication, analytical and supervisory skills as well as the ability to develop solid relationships with internal and external stakeholders; and
(f)be mature and be able to work independently and under pressure.
The Secretariat may devise further criteria to shortlist applicants. Shortlisted applicants may be required to attend a written test.
Remuneration
The starting salary is $67,270 per month, increasing by 10 annual increments to $101,070. There is also a monthly cash allowance for the rank of Senior Council Secretary (the current rate is $7,025 per month). The successful candidate will be appointed on three-year agreement terms subject to renewal upon satisfactory completion of service, at which the appointee will be eligible for an end-of-agreement gratuity. The gratuity, when added to the employer’s contribution to a Mandatory Provident Fund Scheme, is equal to 15% of the total basic salary drawn during the agreement period.
