PURPOSE and SCOPE OF THE JOB

The Program Manager provides leadership to program activities in a region or function, The position is responsible for setting direction, strategy and plan for the campaign(s) and communications. As line manager of the campaign and/or communications staff, the Program Manager is responsible for performance management, staff development and assigning staff to project teams. The Program Manager may be assigned to lead projects, and/or to chair relevant communities as assigned by the Program Steer Committee


Scope
The post holder works under the general direction of the Deputy Program Director or Program Director, and assume responsibility for the assigned program area. The post holder demonstrates considerable independence and initiative with respect to decision-making, and provides leadership for planning, development of campaign strategy, overall program and organizational communications strategies.
Decisions made by the post holder significantly impact the overall success of Greenpeace East Asia program. The post holder manages a team of campaign and/or communications staff. Discretion is exercised in handling confidential and sensitive information. The post holder prepares, monitors and controls expenses and budget.


RESPONSIBILITIES

Conceptual tasks, Strategy development and/or Project management

  • Direct and oversee the planning, development and implementation of campaign and  communication in a specific region (ie.HTK manager) / a program function (i.e. communications) / a specific campaign issue (current campaign manager). Provide leadership to the development of objectives, strategies and program activities in order to achieve well integrated and impactful program work.
  • Propose projects according to campaign strategy; provide knowledge-based guidance to the development and implementation of projects.
  • Lead projects if assigned by Program Steer group - oversee the implementation and make timely strategic adjustment according to internal and external changes to ensure the successful achievements of the project(s)’ objectives.
  • Stay abreast of current and emerging developments relating to the program function/ issues areas that they are responsible for. Analyze new developments in support of campaign vision, objectives and strategies.
  • Provide strategic guidance to the use of communications/engagement in the region where the position is located, in response to internal and external trends, including potentially legal, political and cultural conditions.

 

Implementation

  • Actively represent Greenpeace in public activities, the business, scientific and government sectors, the environmental community at large and the media, to achieve campaign objectives and strengthen the profile and credibility of Greenpeace. Undertake reactive and proactive media work as required.
  • Liaise and build relationships with business, government and non-governmental organizations on issues of relevance to meeting program /campaign objectives. Communicate and engage with inter-governmental bodies and government officials as needed.
  • Prepare written materials, communicate with government officials and industry representatives. Make presentations and respond to public speaking requests.
  • Liaise with other Greenpeace offices and Greenpeace International. Promote
    support within Greenpeace to advance program goals.

Support/ Coaching/ Leadership

  • Provide team leadership. Manage, motivate and facilitate the work of staff. Inspire and encourage staff to be innovative in all aspects of their work. Determine priorities, assign responsibilities and supervise staff.
  • Recruit and line manage program staff. Build staff's competency. Identify staff training needs based on the needs of the program as well as the development pathway of the staff. Manage performance of staff and tackle performance issues.
  • Allocate staff to projects and provide knowledge-based guidance to design and implementation of projects. Coordinate staff capacity according to program priorities. When required as task giver of specific projects, need to ensure the project is resourced and on track. Check-in with project leader and provide coaching and necessary support. Keep GPI and Steer group informed of the project status.
  • Provide expertise and strategic advice to management on all internal and external issues related to the responsible area.
  • Set and implement community development plan in responsible area. Recruit, cultivate and manage functional or issue communities to preserve and develop core expertise for the organization. Identify and implement any other ways (including but not limited to training) to enhance capacity within the organization in the responsible area (function / issues). Encourage knowledge sharing & learning culture.

 

Compliance/ Keeping Framework Conditions

  • Oversee budget and ensure that all expenditure is kept within the allocated
    budget. Ensure financial and administrative procedures are followed by the
    team.



Skill and expertise required

  • Familiarity in the social, political and cultural context of one of the geographical
    jurisdictions that GPEA operates.
  • Proven record of management capabilities


Work environment

  • The position works in a standard office environment, and is required to travel to other Greenpeace offices, campaign locations or locations where environmental problems require the presence of Greenpeace representatives.
  • The position may be required to work under pressure and in physically or mentally challenging situations.
  • Be on call after hours and on weekends as requested.
