Department/ Cluster Strategy & Planning Division, Hospital Authority Head Office

Pay HK$203,551 to HK$217,794 per month including Monthly Allowance

[Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.]

Key Responsibilities
The post-holder will be seconded to the Primary Healthcare Commission (PHCC), Health Bureau with main duties as follows:

1. To support Commissioner for Primary Healthcare in overseeing the primary healthcare development and implementing initiatives set out in the Primary Healthcare Blueprint.
2. To steer the development and expansion in applicability of Reference Frameworks to various disease with emphasis on patient empowerment and strengthening of multi-disciplinary care.
3. To formulate strategies and plans for developing training and development plan for primary healthcare professionals, and strengthening clinical governance.
4. To oversee the development and implementation of quality assurance for primary healthcare services.
5. To perform any other duties as assigned by senior officers.

Entry Requirements

1. Tertiary education with at least 10 years’ senior management experience in healthcare services.
2. Excellent command of written and spoken English and Chinese including Putonghua.
3. Strong leadership qualities as well as excellent interpersonal communication skill.
4. Analytical, innovative and committed to achieving strategic results.
5. Competency in all rounded communication with internal and external parties.

Preferred Attributes / Exposure

1. Possession of medical qualification.
2. Good knowledge of and relevant experience in Hong Kong public hospital system, healthcare management and clinical services.
3. Substantial experience in primary healthcare or healthcare professional development including research, training and project management.
