Entry requirements : Candidates (a) must be solicitors, barristers, legal practitioners admitted/ called/ qualified in Hong Kong or any other jurisdiction, with a post-graduate degree in the field of international law (doctoral degree will be an advantage); (b) must have at least nine years of combined post-qualification experience by 1 June 2024 (i) as a solicitor, barrister or legal practitioner; and/or (ii) in dispute resolution work; and/or (iii) in work relating to judicial or legal training/education; and/or (iv) in legal research work, and with such experience in Hong Kong, Mainland and any jurisdiction outside China; (c) are expected to have good strategic thinking, judgement, management, communication and interpersonal skills; (d) that possess experience in the production of publications or manuals and/or the provision of professional training and/or conducting legal research and/or experience in criminal and civil procedure will be an asset; and (e) have excellent oral and written communication skills in both English and Chinese (and knowledge of additional language(s) will be an advantage). Persons who are not permanent residents of the HKSAR may also apply for this vacancy but will be appointed only when no suitable and qualified candidates who are permanent residents are available.
Duties : To take forward the establishment of the Hong Kong International Legal Talents Training Academy by planning the required resources for the longer run and developing Hong Kong as a capacity-building centre for legal talents in domestic, foreign and international law, in particular: (a) to assist in advising, planning and formulating strategies on the provision of training or capacity-building programmes, arrangements, activities or visits for training targets in domestic, foreign and international law, including to steer necessary research or study on various areas; (b) to assist in consolidating existing training and capacity-building programmes and arrangements organised, co-organised or funded by the Department of Justice and integrating such programmes and arrangements under the policy initiatives; (c) to assist in organising, coordinating, implementing and promoting the training or capacity-building programmes, arrangements, activities or visits for training targets in domestic, foreign and international laws; (d) to liaise with and reach out to important or key officials, personnel from governmental or non-governmental bodies or organisations, judges, legal professionals or experts, academics, stakeholders, etc. to take forward the policy initiatives; (e) to serve as the secretary to the Hong Kong International Legal Talents Training Expert Committee, including provision of secretarial support to the Expert Committee; and (f) to undertake such other relevant duties as may be assigned from time to time.
Terms of Appointment : The successful candidate will be appointed on non-civil service terms for two years, which is renewable at the Department’s discretion.
Gratuity : Upon satisfactory completion of the contract with consistently high standard of performance and conduct, the appointee will be eligible for an end-of-contract gratuity. The amount of gratuity payable will be the sum which, when added together with the Government’s contribution to the Mandatory Provident Fund scheme, equals to 15% of the total basic salary drawn during the contract period.
Fringe Benefits : The appointee will be entitled to paid leave, medical and dental benefits, leave passage allowance, and housing benefits in the form of a non-accountable cash allowance subject to meeting the eligibility criteria as stipulated in the regulations relating to provision of such benefits. The appointee will be subject to the provisions of the Mandatory Provident Fund Schemes Ordinance (Cap. 485) and will be required to make employee’s contribution to a Mandatory Provident Fund Scheme.
