The Commission is seeking interested applicants to join its professional team for the following position:

 

a) Competition Affairs Officer (Ref.: CC/CAOINVIISO20250327)

The position holder is a member of the Operations Division which is responsible to investigate conduct that may contravene the competition rules and enforce the provision of the Ordinance.

 

Responsibilities

  • To conduct investigations, including interviews, evidence collection, and enforcement operations;
  • To review, gather, preserve and examine both physical and digital evidence;
  • To assist the Commission’s legal counsel in enforcement litigation proceedings before the Competition Tribunal;
  • To represent the Commission in public activities such as advocacy and educational initiatives if requested, and provide general support to the various other functions of the Commission;
  • To maintain liaison with regulatory or law enforcement authorities; and
  • To perform any other duties as assigned by supervisors.

 

Requirements

  • A university degree, preferably in law, criminology, computer science, public administration, or equivalent;
  • 4 years of experience in a relevant field, preferably in regulatory, law enforcement, computer forensics or compliance role;
  • Good command of written and spoken English and Chinese, with strong presentation and writing skills;
  • Solid research skills, analytical ability, project management skills; and
  • Experience in the use of data forensic tools such as EnCase, FTK, XWays, Oxygen, MD-Next/Red, and other data forensic tools, would be an advantage.

 

b) Competition Affairs Officer (Ref.: CC/CAOINVIIIO20250327)

The position holder is a member of the Operations Division, which is responsible for maintaining the operation of the Document Registry and Contact Center and conducting initial enquires into potential anti-competitive conduct in Hong Kong.

 

Responsibilities

  • To effectively perform document registration duties with a computerized registration system and maintain the safe custody of the documents and exhibits in the registry;
  • To handle correspondence, draft replies to public complaints and queries in both English and Chinese, and compile statistical reports;
  • To handle complaints and queries from the public by phone, in person and/or in writing and conduct early assessments and preliminary investigations of those complaints/queries under supervision;
  • To provide support to enforcement teams, including assisting with investigations, conducting researches, data entry; and
  • To perform any other duties as assigned by supervisors.

 

Requirements

  • A university degree, preferably in criminology, business administration, government or public administration, or equivalent;
  • At least 1 year of experience in customer services, complaint handling, administration and record management;
  • Experience in regulatory, law enforcement, or compliance would be an advantage;
  • Good command of written and spoken English and Chinese, with strong presentation and writing skills; and
  • Adequate research skills, analytical ability, project management skills.

 

 

Terms of Appointment and Remuneration Package

Terms:                           Appointment will be offered on a 2-year fixed-term contract, renewable depending on performance and operational needs.

Basic Salary                : For post (a), the starting salary is HK$35,460 per month.

                                      For post (b), the starting salary is HK$16,535 per month.

                                      Salaries will be commensurate with the candidate’s qualifications and experience.

Cash Allowance         :  5% of the basic salary

Contract-end Gratuity: 10% of the basic salary (including 5% employer’s contribution of MPF)

Fringe Benefits          :  Annual leave, medical & dental benefits, life insurance and MPF.

 

Candidates with less experience may be considered for either a junior role or a temporary position, each offering distinct compensation packages with salaries that differ from the above positions and are commensurate with their respective roles.
