Pay: HK$203,551 to HK$217,794 per month including Monthly Allowance

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Key Responsibilities:

The Hospital Authority (HA), one of the world’s most effective healthcare provider, is responsible for providing public hospital services to 7.5 million citizens of Hong Kong with 43 public hospitals and more than 120 clinics. To support corporate-wide clinical services of this scale, HA has the largest in-house software systems development team in Hong Kong.  Our world-renowned Clinical Management System is a huge and complex clinical IT platform integrating the information flow in all HA facilities and services. HA also leverages technology to empower Hong Kong citizens with popular HA Go digital service platform, and staff with self-service digital workplace to improve hospital efficiency and operational intelligence. 

Reporting directly to the Chief Information Officer (CIO) of IT&HID, the Chief Systems Managers will be the key parts of the IT Executive Team responsible for the overall leadership of the responsible Department.  The incumbent will assist CIO in leveraging IT to strategically design the development of innovations and solutions to enable HA Digital Transformation.  He or she will have to contribute towards high-level IT strategy and work in collaboration with other Chief Systems Managers to help accomplish the HA’s business plans and objectives. 

Specific for Chief Systems Manager (Business Systems Development)

Within the Business Systems Department (BSD) the post holder will formulate the overall direction and orchestrate the planning, organizing and management of HA’s business supporting systems, including assessment and application of new technologies and solutions to provide key administrative and business information functions for enabling the smooth day to day frontline operations of the organization. 

Within the six strategic portfolios, as the core components of the IT Strategy 2022-2027, the post holder will have specific key responsibilities for driving the programs within the following IT Strategic Objectives and key BSD directions:

1. Lead the Enterprise Resource Planning (ERP) portfolio to ensure the on-going smooth operation of HA’s non-clinical systems and devise the future ERP Cloud Strategy.

2. Develop and lead delivery of HA’s Digital Workplace Strategy, including the leveraging of new technologies such as GenAI, to maximize the experience and efficiency of HA staff through usage of the digital workplace products.

3. Plan and lead on the innovation, design, development and support Smart Hospital Management and Support products, with a key focus on maximizing the benefits and outcomes for HA.

4. Lead the implementation and on-going development of Data Analytics Platform to support the delivery of HA’s data driven strategies.  

5. Oversee staff resource and talent management within BSD to ensure the recruitment and retention of top talent, build team capabilities and the on-going attainment of new skills and knowledge.

6. Develop and lead transformation initiatives within BSD to ensure its plans, resources and activities are aligned with HA and IT&HID strategic and business objectives.

7. Establish and lead Portfolio Management best practices across BSD, including enterprise architecture practices, project management, risk management and resource management.

8. Establish effective communication with multiple stakeholders, including IT system stakeholders from the HA, universities, key vendors and related government departments. 

Specific for Chief Systems Manager (Clinical Systems Architecture and Development)

The post holder will assume a leadership role to design and execute the overall HA IT clinical solution architecture and development with the key roles and responsibilities as follows:

1. Define and execute the product vision, strategy, and roadmap for HA’s Clinical Systems (including but not limited to Clinical Management System, Smart Hospital, Patient Administration System, HA Go and their associated Artificial Intelligence (AI) development), ensuring alignment with HA’s overall mission and strategic goals.

2. Lead the development and implementation of innovative clinical IT solutions to improve patient care, operational efficiency, and clinical outcomes across all public hospitals in Hong Kong.

3. Oversee the end-to-end product lifecycle of Clinical Systems, including requirements gathering, design, development, testing, deployment, and continuous improvement.

4. Drive the adoption of best practices in product management, including agile methodologies, user-centred design, and data-driven decision-making.

5. Lead large-scale, complex projects related to Clinical Systems, ensuring timely delivery, budget adherence, and high-quality outcomes.

6. Collaborate with clinical stakeholders and external partners, and manage cross-functional IT teams, including Health Informatics, eHealth Products, Business Products, IT Operations, IT Strategy and Infrastructure departments, to deliver integrated solutions that enhance patient care and hospital operations with key performance indicators established to measure the service effectiveness.

7. Monitor project risks and issues, and implement mitigation strategies to ensure successful project delivery.

8. Act as the primary point of contact for all Clinical Systems-related project and product matters, providing regular updates to the CIO and other senior leaders.

9. Supporting IT Operations to ensure the reliability, scalability, and security of Clinical Systems, in collaboration with HA’s IT infrastructure and cybersecurity teams.

10. Drive continuous improvement initiatives to optimize the performance and usability of Clinical Systems. 

Entry Requirements:

1. Degree in Computer Science or relevant disciplines; or equivalent.

2. Over 18 years’ post qualification Information Technology (IT) related experience.

Preferable Attributes/Exposure:

1. IT Executive responsible for product and service development in large enterprise with track record of driving digital transformation and AI development of business and service.

2. Experience of leading and motivating large teams with multi-disciplinary background.

3. Significant experience at leadership level and/or training in IT and management, with pragmatic healthcare domain knowledge and skills.

4. Ability to communicate complicated and highly technical topics in a clear and succinct manner to internal and external stakeholders at multiple levels.

5. Experience of effective resource management with emphasis on maximizing effectiveness of resources, including specialization and resource pooling.

6. Skilled at educating and influencing teams to reach consensus through goal alignment and compromise on contentious issues for the greater good.

7. Sound understanding of risk management and advocate related practices within project teams.

8. Knowledge of organizational and staff development for advocating high performance teams.

9. Visionary leader with “out of the box” thinking and the ability to inspire innovation.

10. Ability to prioritize, multi-task and oversee the management of a wide variety of short and long term tasks simultaneously with quality output. 

Specific to Chief Systems Manager (Business Systems Development)

1. Experience of a data-driven environment with the ability to ideate new ways of using data and helping develop and deliver a holistic data strategy.

2. Significant skills in managing IT vendors and IT sourcing with strategic vision and methodology.

3. Ability to lead enterprise-wide development programs for ensuring integration of business and IT needs in projects undertaken.

4. Ability to transform process and organizational needs into technologically and financially sustainable systems development program. 

Specific to Chief Systems Manager (Clinical Systems Architecture and Development)

1. At least 10 years’ post qualification experience in large corporate IT system architecture, design, development and implementation.

2. Proven track record of successfully leading large-scale clinical IT projects in a complex healthcare environment.

3. Exceptional strategic thinking and problem-solving skills, with the ability to translate complex clinical needs into actionable product strategies.

4. Deep knowledge of healthcare IT standards, interoperability, and data security.

5. Proficiency in agile methodologies, user-centered design, and data analytics.

6. Resilient and adaptable, with the ability to thrive in a fast-paced and dynamic environment.
