Chief Information Officer (CIO) in the Li Ka Shing Faculty of Medicine – HKU Health System (Ref.: 522583)
We are looking for a Chief Information Officer (CIO) to be seconded to The University of Hong Kong (Shenzhen) Teaching Hospital Limited (THL) and assigned to work in the HKU-Shenzhen Hospital.
The University of Hong Kong (HKU) has been collaborating with Shenzhen Government to develop the HKU-Shenzhen Hospital as a teaching hospital of HKU. With the presence of HKU, a new operation model for the Hospital has been introduced, aiming at providing high-quality services from primary to tertiary levels to patients in the region, whilst sustaining a teaching and training mission well supported by a robust research component. The Hospital has commenced operation since October 2012. As the Hospital is located in Shenzhen, the appointee will be based in Shenzhen. Accommodation/rental apartment in Shenzhen and weekly shuttle service between Hong Kong and Shenzhen will be provided.
The Role
The appointee, as a strategic partner of the Hospital in the achievement of its mission, will lead the IT services and support as part of the Hospital’s management team in contributing to the successful service delivery of the Hospital within attainable resources.
Key responsibilities of the position include:
- lead the IT infrastructure transformation, and manage the IT Infrastructure lifecycle of the Hospital from strategic direction and planning, design, implementation, deployment, operation to maintenance, and continuous upgrade and improvement;
- digitalize and transform the IT service offerings, and manage IT services and technology support for hospital operations, which shall meet government standards (e.g. China’s Electronic Healthcare Record Standard Level 4, and 3A Hospital IT Requirements);
- strengthen IT procurement and contract management to ensure all IT hardware and software are covered by continuous service contracts, with processes and control in place to monitor the timeliness of procurement and lifecycle of contracts;
- manage and deliver IT services to support the growth and targets of the Hospital, including various clinics and Research Institute;
- formulate the direction and vision of IT for the Hospital, maintain IT innovation and strategic leadership, as well as partnership with other hospitals in Asia Pacific, following the IT roadmap set by the IT Committee to assist in the development of the Hospital;
- maintain effective and professional teams of IT professional staff, vendors, consultants and contractors in service transition and delivery;
- provide quality and responsive service to users of the Hospital community with defined service policies, processes and service-level agreements to meet their IT and business process requirements; and
- deliver strong returns to IT investment and values aligned with the Hospital’s mission with robust financial management, budgeting and procurement practice.
Qualifications and Qualities
- A Bachelor’s degree or above in Computer Science, Information Technology, or relevant disciplines;
- Solid management and/or project implementation experiences in information technology/information systems in healthcare organizations, with at least 15 years’ experience working at senior management level;
- Extensive knowledge of healthcare business and management experiences in planning and implementation of information technology and systems to support clinical, business, communication and support functions of the Hospital;
- Substantial expertise in formulating and developing policies, guidelines and systems pertaining to information technology services, such as those related to the information needs and knowledge management for staff, personal data protection and security requirements, medical record and clinical data management in support of clinical and research functions/activities of the Hospital;
- Good knowledge of and experience in formulation of proposals and resource estimates of new initiatives to enhance information technology systems, quality assurance plans and system control procedures;
- Substantial experience in identifying and/or supporting high-level strategic planning and development of healthcare-related information technology services, systems and infrastructure;
- Strong analytical and culturally adaptable mind with the ability to identify/foresee and proactively deal with problems, irregularities and implications; and
- Excellent interpersonal, communication (with a good command of written Chinese and English, and fluency in spoken Putonghua and English) and cultural skills, including the ability to establish local network in the Mainland and build trust with stakeholders from Mainland healthcare organizations and relevant government authorities.
What We Offer
The appointment will be made on a fixed-term full-time contract for 3 years, to commence as soon as possible with the possibility of renewal subject to satisfactory performance. A highly competitive salary commensurate with qualifications and experience will be offered, together with contract-end gratuity and University contribution to a retirement benefits scheme at 15% of basic salary. Other benefits include annual leave and medical benefits.
