Business Manager (Procurement)

The appointee will report to the Senior Business Manager and assist her to supervise a team of staff to carry out a wide spectrum of business duties independently, including:
(a) developing effective procurement and sourcing strategies;
(b) formulating, reviewing and implementing policies and procedures on procurement to ensure effective use of the University’s resources with good governance;
(c) managing the purchasing and support team to handle purchase requisitions (including review of specifications) submitted by user departments and provide professional support for the end-to-end procurement process, including tendering, ordering, goods delivery, fixed assets recording and payment;
(d) advising on matters related to engagement of all on-campus commercial outlets, including bank branches, ATMs, bookshops and catering outlets;
(e) assisting the Senior Business Manager to serve as the secretary to the General Tender Board; and
(f) performing any other duties as assigned by the Senior Business Manager or the Comptroller.
Requirements
(a) A recognised degree or equivalent professional qualifications
(b) Solid and extensive relevant managerial experience, with not less than 7 years’ experience in procurement, preferably in public sector or sizeable organizations
(c) Good understanding of the procurement in public sector and related business matters
(d) Self-motivated with vision on effective procurement and high ethical standards
(e) Strategic mindset in pursuing process improvement through application of innovation and technology
(f) Very high analytical skills and ability to work in a highly complex and dynamic environment with great pressure
(g) Good interpersonal and leadership ability to work effectively with colleagues of all ranks in different departments and suppliers;
(h) A good command of both written and spoken English and Chinese
(i) Strong communication, presentation and problem-solving skills
(j) Proficiency in procurement systems and applications
Applicants with previous experience in the higher education sector and public organizations would be a definite advantage. Candidates with less/more experience will also be considered for appointment at a relevant rank.
Salary and Benefits
