Job Responsibilities:

• Under the directions of AGM to carry out the routine day to day works of Cost Control Team. (This will include detailed auditing of all the submissions (tender program, tender award, VO, etc.) from the local project teams as related to the construction cost and contract administration works; liaising with financial department and monitoring of the financial status of all projects and submit reports to the management) and report back to the AGM and report to Director as necessary.

• Monitoring the progress and status of submissions and approval status ensuring that review and approvals are being executed to adhere to the ADB, PCB approved project programs.

• Regular ongoing liaison with the regional cost control teams to identify and solve routine problems on a timely basis by giving advices and coordinate with the regional project departments. (Report to AGM and Director as necessary).

• Together with the AGM carry out periodic site visit, (identifying operating issues and submitting recommendations for improvement).

• Assist and support the AGM in:

- Prepare the training materials and carry out the training tutorials to the junior QS staff in the local cost control team and project team

- Coordinate and provide IT department the user guideline for the developing of the IT cost control system

- Drafting and translating the standard conditions for the construction contract and agreements and liaise with the legal department in vetting the standard contracts

- Coordinating with all the related departments for the smooth implementation of the cost control system

- Preparing all project cost related recommendations and reports to the management

• Maintaining company project cost analysis/data bank and market update information related to construction cost

• Coordinate with Regional offices and housekeeping of updated information in the “HOEGLibrary” : Cost Control, Design, Project, Tender Committee

Job Requirements:  

• Degree Holder in related disciplines
• 8 years or above working in Q.S. professional firms or developers
• 3 years or above China project experience

• Excellent command of written and spoken English, Chinese and Putonghua
• Responsible and hardworking
• Willing to travel
• Candidate with less experience will be considered as Senior Quantity Surveying Officer
