Entry requirements: Candidates should (a)(i) be admitted as solicitors in a recognized jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance or (ii) be barristers with one year’s professional experience since attaining the right to full practice in a recognized jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; and (b) have attained Level 2 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE) or equivalent (Note: For non-civil service appointment purpose, ‘Grade E’ in English Language (Syllabus B) and Chinese Language in previous HKCEE is accepted administratively as comparable to ‘Level 2’ in English Language and Chinese Language in the 2007 HKCEE or thereafter).

Duties: To be deployed in the Legal Policy Division of the Department of Justice to assist in conducting research and providing legal service support in relation to various types of petitions and statutory appeals, judicial reviews against determinations made by the Torture Claims Appeal Board, ex gratia payment applications (made by persons who have spent time in custody following a wrongful conviction or charge), petitions under section 83P of the Criminal Procedures Ordinance (Cap. 221), surrender of a fugitive to a requesting jurisdiction, preparation and promotion of bills under the purview of the Department of Justice, as well as any other duties that may be assigned from time to time.

Terms of Appointment: The successful candidate will be appointed on non-civil service contract terms for 12 months. Renewal of contract will be subject to the service needs of the Department of Justice and the candidate’s performance.

Fringe Benefits:

(a) Upon satisfactory completion of the contract, the appointee will be eligible for an end-of-contract gratuity which, when added together with the Government’s contribution to the Mandatory Provident Fund Scheme, will be equal to 15% of the total basic salary drawn during the contract period.
(b) Include an annual leave of 14 days per year of service; full pay sick leave in accordance with the provisions of the contract; and paternity/ maternity leave, where appropriate.

Notes:
(a) Higher salary may be granted to successful candidates with recognized additional work experience in excess of the stipulated minimum.
(b) Barristers with the right to full practice but who do not possess one year’s professional experience since attaining the right to full practice may also apply. If selected, he/she will be offered a salary of $59,425 per month.

The said form can also be downloaded from the Civil Service Bureau’s Internet web site (http://www.csb.gov.hk).
Completed forms together with a full C.V. should reach the Administration Unit, Legal Policy Division, Department of Justice, 5th Floor, East Wing, Justice Place, 18 Lower Albert Road, Central, Hong Kong (Enquiries: 3918 4061) by 9 September 2016. The C.V. should include (a) gradings of the subjects taken in public examinations from secondary education onwards (with exact dates of scoring the results); (b) results of LLB and PCLL or other legal professional examinations, listing the gradings of the subjects taken (with copies of transcripts and certificates); (c) exact date and place of admission/call; and (d) employment records with detailed description of duties.
Applications with incomplete or unclear information will not be considered. Candidates who are selected for interview will normally receive an invitation about two to four weeks after the closing date for applications. Those who are not invited for interview may assume that their applications are unsuccessful.

(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
