The University
Founded in 1991, The Hong Kong University of Science and Technology (HKUST) is a dynamic, international research university in relentless pursuit of excellence, leading the advance of and education in science, technology, business, humanities and social science.  

Our ethos has drawn over 30 nationalities from six continents to our spectacular coastal campus situated in cosmopolitan Hong Kong on the southern tip of China and the heart of Asia.  The main HKUST campus spreads over 60 hectares of lush natural scenery on the Clear Water Bay peninsula, on which teaching and research facilities, staff and student housing, as well as various amenities are housed.  Currently there are more than 400 Senior Staff Quarters and over 100 Junior Staff Quarters administrated by the Facilities Management Office (FMO). 

The Role
Reporting to the Director of Facilities, the appointee serves as the officer in charge to oversee all aspects of university staff housing.  He/She will lead and supervise the housing team and work closely with other offices to provide comprehensive professional property management services to residents including leasing, housekeeping, furnishing, security, repair and maintenance to ensure the quarters are well maintained and managed.  The appointee is also responsible for setting up policies and guidelines for quarters allocation as well as house rules and operational manuals to deliver a consistently high standard of services by front line staff.   He/She will support management on strategies for Staff Quarters by analyzing data and forecasting demand, and maintain a positive and productive relationship with tenants to achieve high user satisfaction. 

The University is planning to conduct a full scale refurbishment exercise of the Staff Quarters in the coming years.  The appointee will be a major stakeholder of the project and will be responsible for communicating effectively with residents and ensuring that decant strategies are agreed and in place before works commence. 

Requirements
Applicants should have profound knowledge in property management and should stay abreast of property market information, tenancy law and legislative requirements on property management and maintenance.  The ideal candidate should also have sound knowledge of building services and facilities management, and strong leadership and excellent supervisory skills to lead, guide and motivate subordinates.  He/She should also be a self-starter with a strong sense of responsibility and an excellent communicator to interact effectively with all levels of people.  Hands-on computer knowledge and experience in administration of residential data, monitoring leases and handling financial analysis are key requirements of the role. 

In addition to the above, applicants should have a degree or equivalent and be a corporate member of a professional institution in estates or housing management with substantial years of relevant post-qualification experience gained in a large organization. 

Starting salary will be commensurate with qualifications and experience.  The appointment will be made on an initial 2-year contract and is renewable subject to mutual agreement. Fringe benefits including annual leave, medical and dental benefits will be provided.  Housing benefits will also be provided where applicable.  A gratuity will be payable upon successful completion of contract.
