The Job
The appointees will supervise approved trustees and oversee the MPF products to ensure efficient and effective operation of the MPF System. Reporting to a Senior Manager, the appointees are expected to undertake managerial roles across different functions within the Supervision Division including:
(i) supervising compliance of trustees, the MPF schemes and fund products;
(ii) conducting regulatory reviews on operations of trustees;
(iii) approving trustees, the MPF schemes and funds, and ORSO-related applications; and
(iv) communicating with trustees and other stakeholders on key regulatory messages and reforms of the MPF System.
Depending on operational needs and for development purpose, the appointees will start off their roles in a designated function with opportunities available for future assignment at other functions. The appointees are responsible for such duties as:
For Posting to the Supervision Department
- To supervise the operations of the MPF trustees and their service providers, conduct risk management assessments on their respective operations and develop and implement appropriate supervisory strategies to address risk areas;
- To develop and implement supervisory projects on key risk areas concerning the MPF schemes and fund administration;
- To monitor and review the effectiveness of different regulatory tools such as on/off-site reviews and thematic examinations; and
- To supervise the liaison process with MPF trustees in incident investigation, project implementation, formulating supervisory actions, conducting surveys and regulatory visits.
For Posting to the Approval & Compliance Department/ORSO Schemes Section
- To evaluate product range of the MPF schemes and implement appropriate supervision strategies on trustees to deliver good value for money;
- To monitor and make recommendation the industry wide practices of the MPF product offering and to recommend the best practices;
- To review applications of the MPF business acquisition/restructuring and handle MPF products and scheme administration related approval; and
- To monitor on-going compliance of ORSO schemes and handle ORSO-related applications, complaints and enquiries.
The appointees will also be responsible for supervising and coaching subordinates and performing other duties as assigned by the Management.
The Person
- A recognized degree, preferably in accounting, finance, law, or equivalent;
- At least eight years of relevant experience in legal/regulatory matters, compliance or auditing; relevant experience gained from financial institutions, financial regulators or reputable consultancy or advisory firms is preferable;
- Excellent presentation, report writing and influencing skills; strategic thinking, strong analytical, quantitative and problem solving skills; and able to work under pressure independently;
- Mature, proactive, open-minded and a good team player; and
- Strong sense of mission and desire to develop a career in a regulatory role.
(Candidates with less experience may be considered for appointment as Assistant Manager.)
Remuneration Package
A competitive remuneration and benefits package including a discretionary performance-linked variable pay, annual leave, medical, dental and life insurance coverage, and MPF will be offered. All new appointments will be made on a two-year fixed-term contract initially prior to consideration for appointment on a non-fixed-term basis.
