Salary: Master Pay Scale Point 14 ($26,700) to Master Pay Scale Point 27 ($49,445) per month
Entry Requirements:
Candidates should -
(a) (i) have a degree in Accountancy from a Hong Kong university, or equivalent; or
(ii)be a registered student of the Hong Kong Institute of Certified Public Accountants Qualification Programme, or equivalent;
(b) have a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) Note 1; and
(c) have met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the CRE Note 1, or equivalent; and be able to speak fluent Cantonese and English.
Recruitment Examination:
Candidates are required to pass a written examination to be held tentatively on 23 October 2016 in Hong Kong before they will be further considered for selection interviews. The written examination is an English essay-type writing paper which aims at assessing candidates’ proficiency in written communication and organisation abilities.
As it takes time to process all applications, an invitation to the written examination does not imply that the candidate’s qualifications meet the entry requirements of the post of Accounting Officer II.
Duties:
An Accounting Officer II is mainly deployed to various bureaux/departments on performing accounting or related duties such as financial accounting, cost and management accounting, system development, internal audit, investigatory accounting, fund/loan management, etc.
Terms of Appointment:
New appointees will be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
How to Apply:
Application must be made on application form [G.F. 340 (Rev. 3/2013)]. The said form is obtainable from any Public Enquiry Service Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department. The form can also be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk). Completed application forms, together with copies of (i) letter on results of CRE and results of equivalent examinations, if applicable Note 1; (ii) letter on result of Basic Law test Note 2; (iii) official transcripts and certificates of academic qualifications; and (iv) certificates and examination status reports of professional qualifications should be forwarded by post (Remarks: The postmark date on the envelope will be regarded as the date of application. Please ensure that sufficient postage is paid.) or by hand to the address below on or before the closing date for application. Please mark “Application for Accounting Officer II” on the envelope. An acknowledgement receipt will be sent to the applicant by post.
On-line application can also be made through the Civil Service Bureau’s website (http://www.csb.gov.hk).
Candidates who apply on-line must submit the required supporting documents as mentioned above by post (see remarks in previous paragraph) or by hand to the address below on or before 19 September 2016. The online application number should be quoted on the envelope and on every page of the copies of the documents. An acknowledgement receipt will be sent to the applicant by email.
Applicants who do not possess the entry requirements (including CRE requirements and academic qualification), applications and the required supporting documents which are incomplete or not received by the Treasury on or before the deadline and applications received by fax or e-mail will NOT be considered.
Applicants who do not receive acknowledgement shall consider their applications or the required supporting documents are not received by the Treasury on or before the deadline. Re-submissions will ONLY be considered if documentary proof (showing applications or the required supporting documents had been submitted to the Departmental Personnel Section of the Treasury on or before the deadline) can be provided on or before 23 September 2016.
Candidates who are invited for the written examination will normally receive an invitation in about four to five weeks from the closing date for application. Those who are not invited for the written examination may assume that their applications are unsuccessful. As invitations will be issued by post or by e-mail, applicants should provide accurate correspondence address and e-mail address and ensure that their e-mail accounts can receive incoming e-mails properly. Applicants should closely keep track of the progress of the recruitment exercise which will be available on www.try.gov.hk.

Note 1 : Candidates’ results in the Aptitude Test (AT) paper are classified as ‘Pass’ or ‘Fail’, while the results of the Use of Chinese (UC) and Use of English (UE) papers in the Common Recruitment Examination (CRE) are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest.
For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE.
